I don't think they should only be worried about cost, they might not be able to participate for any cost. Small websites might not even be worth the setup costs to ISPs if they aren't valuable to market a package they're offering.

There is no single GOP anymore. It is two parties. One that allows blatant sexual assault and one that does not. Those who don't need to find a way to refer to themselves other than "Republican" because that is already taken and controlled by those who are okay with it.
